Yes, when the particular Shop item supports Ore as its payment method.
Ore is useful because it can be earned through gameplay rather than requiring you to spend Robux.

- Available codes and other rewards
So if you’re trying to gift a friend a Shop boost without spending Robux, check whether that particular item accepts Ore.
How to Make Sure Your Gift Was Sent
The safest way to confirm a gift is to pay attention to the confirmation window before you purchase it.
